So I know Jak and Daxter, Ratchet and Clank, Sly Copper, Destroy all Humans......well....whats the game were you play as a cat and he has robotics and stuff like that? The picture i keep seeing of him (or her) is an animated cat with goggles on his head sorta like the ones Jak wears. The cat is white and has sorta a black strip coming down his head. If anyone could tell me....thanks.

What's this video game?
Way back then, I believe around 2003, I rented a PS2 video game from blockbuster and loved it. I have never found it since then because I have forgotten the name. I've googled the description but not much luck. It was basically about you were a business man that wore a yellow suit and you would build an entire city from the ground up. You create the stores, the houses, the roads and you could talk to the residents of the town. The only other thing I could recall was that I'm pretty sure it was a Japanese game, meaning made in Japan, not saying that it was in Japanese. Any help is appreciated.
